Perpetrator of “NCHRA” Hoax Confesses to Deceiving Hurricane Katrina Victims

(2005-10-02) Unemployed confidence man, David Rice, self-appointed president of a fictitious organization he dubbed National Coalition of Human Rights Activists (NCHRA), admitted today to having just put the finishing touches on yet another hoax – this one designed to deceive desperate victims of Hurricane Katrina.
Rice stated “I couldn’t help myself. I was just sitting there smoking a joint thinking about all the grifters and swindlers who are gonna make a fortune off of this disaster and thought, hey - why should they have all the fun?”
In an earlier interview with this reporter, Rice explained that he uses his computer skills to perpetrate all kinds of different hoaxes and to avoid getting caught, including fabricating false “news” stories. With a grin on his face Rice said, “If you own a computer and know all the tricks you could do with it, you are king!”
Rice, who has little else to do than spend his days fabricating elaborate confidence tricks, admits that he creates false press releases in such a way that they are picked up by Google News, having discovered that exploiting Google is the best way to get disinformation out to the world. Among his bag of tricks is calling himself an “expert” or “activist” or presenting his press releases as though they are written by a reporter.
David Rice concedes that the information presented in these so-called press releases is entirely false and his obsession with writing them is often drug-induced.
This latest hoax is designed to frighten displaced Hurricane Katrina victims into turning down the free assistance offered to them by Volunteer Ministers of the Church of Scientology. Rice admits it is typical of him and his twin brother, Frederic, to malign people who try to help others. The brothers were raised in a family where domestic abuse was a way of life and kind gestures were a matter for suspicion as they were most often only a prelude to a beating.
The Rice brothers have been deceiving people since their youth, thanks to skills they polished learning to avoid the abuse meted out by their father, Glenn Rice. A source close to the Rice family stated that the family has quite a grisly history and that a number of its members are mentally unstable. The source claimed that Glenn Rice, who was known for beating his wife and children, had an anger management problem his whole life – a problem which deteriorated while he was in the Navy and finally reached its peak when he became a postal worker. Fredric was described as a constant nervous wreck and always engaged in mysterious computer hacking activities. Their sister, Mary Rice, was raped and beaten as a girl, contributing to a life of disastrous marriages and three divorces. Mary eventually moved to Utah with her late mother, apparently to get away from the father’s abuse. Her brothers have continued the cycle of abuse, taking out their hatred on everyone from immediate family to perfect strangers.
David has stated that the fact that their late mother, Marie Louise Kunz, was a Mormon and another brother, Daniel Rice, is a devoted Christian, somehow inspired Frederic and David to launch an internet hate campaign targeting all religions that they have been carrying on for over a decade. David Rice asserts that religious people deserve neither respect nor rights and maintains that freedom of religion should be eradicated from the 1st Amendment of the United States; he believes that religions are a “crime syndicate”.
Once again, Fredric Rice could not be reached for comment despite efforts to contact him at his home in Glendora, California, and his office at Safetrans Systems Corporation in Rancho Cucamonga.
David Rice, who previously lived on a boat in California in order to have a quick escape from U.S. jurisdiction when needed, is currently hiding out on a New Mexico Native American reservation. Having lost his boat, and with his funds continuing to dwindle, he seems to realize that his days as a free man are numbered yet cannot stop himself from committing – then confessing to – repeated acts of fraud.
“I know what I’m doing is sick, I know it hurts people, but there’s nothing I can do about that. Even my therapist says it’s genetic.”
Rice declared that he and his brother will continue to fabricate press releases and perpetuate this NCHRA fraud until either the free web services shut them down or science finds a cure for their debilitating malady.
