Senator Rory Respicio Requests Opinion on Graduate Drivers Licenses Law for Guam Rev.& Tax

Bill 95 was introduced to address some of the problems with the Graduated Drivers License Law (Public Law No. 25 –96). Senator Rory Respicio, in an effort to address these problems, is writing to Mr. Art Ilagan, Director of Revenue and Taxation to get input on the program. In addition, Senator Respicio is requesting input from the community on the issue. Senator Respicio’s initial review indicates a complete repeal of this law, since it puts undue burdens on many families, especially our young adults, and this repeal is in the people’s best interest.
Senator Respicio is sending this letter in a continuation of his campaign to eliminate under funded mandates. Public Law No. 25-96 created a Graduated Drivers License Program for Guam, and was recently implemented by Guam’s Department of Revenue and Taxation. Public Law No. 25-96 provides for a delayed time frame for many drivers to obtain their drivers licenses therefore inhibiting their ability to seek employment to assist their families. It also causes families to incur additional costs at a time when most families on Guam are struggling to meet day-to-day expenses. Finally, it increases costs for Guam’s Department of Revenue and Taxation at a time when our government is unable to maintain even basic services due to cash flow problems.
Transportation is an issue of critical importance to every family on Guam. Senator Respicio seeks to research the issue thoroughly to insure the best interests of the people are always at the forefront when proceeding with any legislation that affects every family on Guam. He will be awaiting word from the Director of Revenue & Tax on this issue. Every effort must be made to insure that a fair and cost effective program is in place that protects the health, safety and welfare of our people without an undue burden.
