Meg projects of Chandigarh

Ajay Jagga, an Advocate of Punjab & Haryana High Court Chandigarh has expressed his views on proposed mega projects of Chandigarh. He stated that heritage is our legacy from the past, what we live with today, and what we pass on to future generations. Our cultural and natural heritage are both irreplaceable sources of life and inspiration. There is certainly a need to relook at the projects. At the outset, it should be ensured that the master plan of Chandigarh should not be violated. The city deserves to be designated as World Heritage from the UNESCO. Although at present few buildings are awaiting approval as World Heritage from UNESCO but the city too can get status of World Heritage hence to alter its present status is dangerous. The critics have been finding faults with Le Corbusier planning but they have failed to create any city like Chandigarh in the whole nation. The city has been planned for a limited population and anything which can lead to increase in population has to be stopped. The population pressure is already creating havoc with the electricity, sanitation and parking system of city which has been designed for a limited population. The traffic of the city is already becoming a nuisance. Traffic jams were beyond imagination but the haphazard growth has created it. Even the crime rate is going up. The burden of local taxes in city is also on account of pressure on local infrastructure. The adjoining cities are having power cuts and sanitation problems regularly because of unplanned growth in that area.. Medicity is not required at all as city is already having three institutions ie. PGIMER, Govt. Medical College and Hospital sector 32 and Multispeciality Hospital of Sector 16. It is also a well known fact that local population has been forced to avoid PGI because it is flooded with patients from neighbouring states such as Himachal. The requirement of Medicity is in Himachal and not in Chandigarh . An Urban Arts Commission Act should be enacted by Parliament for the matter of preserving, developing and maintaining the aesthetic quality of urban and environmental design within Chandigarh . Further it should have the provision of a Commission to provide advice and guidance to any local body in respect of any project of building operations or engineering operations or any development proposal which affects or is like to affect the skyline or the aesthetic quality of the surroundings or any public amenity provided therein. In view of the above the mega projects should not be advanced at all, as it is very easy to destroy a creation like Chandigarh but in the past 50 years we have failed to create any other city like Chandigarh in India . We all should do efforts for the identification, protection and preservation of cultural and natural heritage.
