- Expert: US decision to recognize Golan Heights as part of Israel leads to escalation of tensions
- The decision of US President Donald Trump to recognize Israeli sovereignty over the Golan Heights leads to escalation of tension in the Middle East and casts doubt on any prospects for normalizing Arab-Israeli relations. This opinion was expressed by Binoy Kampmark from RMIT University, Melbourne, in his article “The logic of annexation: Israel and the Golan Heights” published in several foreign media.
“The status of the Golan Heights has been a disputed business since the 1949 armistice line hammered out between Syria and Israel. The seven-hundred-square-mile stretch features all gazing vantage points: Jordan to the south, Syria to the east, Lebanon to the north, and Israel to its west,” the article says.
According to the author, the Golan Heights is a unique strategic base, which, in addition to its military advantage, can ensure water security, since the edge of the Golan Heights features the freshwater Sea of Galilee; and the problem of its status has particularly exacerbated with the seizure of the territory by Israel in the Six Day War of 1967.
“The UN Security Council proceeded to pass Resolution 242, calling for Israeli forces to be withdrawn from territories occupied during the conflict and ‘acknowledgement of the sovereignty, territorial integrity and political independence of every state in the area and their right to live in peace within secure and recognised boundaries.’ The international lawyers duly fussed over the wording and quibbled over niceties: the issue of ‘secure […] boundaries’ kept plaguing the issue, as Israel refused to budge; translation matters between the French and English versions of the resolution were also seized upon,” Binoy Kampmark says.
However, in his opinion, no international body was going to stop the Israeli push to incorporate the heights and do what it has become so adept at doing: colonising it into new reality.
“The Knesset showed its disdain in 1981 by adopting the Golan Heights Law, passed by 63 votes to 21, which effectively acknowledged that the law, jurisdiction and administration of Israel would be duly extended into the territory. Prime Minister Menachem Begin’s views on Syrian hostility, reflected in the deployment of missiles on Lebanese soil, was also cited as an excuse,” the expert says.
According to him, the recent turn of events centred on the Syrian Civil War renewed interest in the Golan.
“Syria seemed to be collapsing, the Assad regime in dire straits. Iran and Hezbollah came into play. Given the assisting presence of Teheran’s Quds Force, Israel’s strategists have seen a further need to maintain a forward presence, mindful of militants of all persuasion moving through the territory,” Binoy Kampmark says.
Meanwhile, he notes that the position of Israel’s unqualified and foremost ally was, at least notionally, with international reservation on the status of the Golan.
“But that contested state offered another overturned convention for the Trump administration and US foreign policy. On March 21, President Donald Trump decided, via his own chosen, special medium, to claim that, ‘After 52 years, it is time for the United States to fully recognize Israel’s [s]overeignty over the Golan Heights,” the analyst quotes US President.
However, in his opinion, it was not initially clear whether Trump had merely cyber-aired an opinion in an act of spontaneous release or announced a genuine policy shift.
“The US State Department preferred to direct press concerns to the White House; certainty was, for a period, suspended in the scramble for elusive facts,” Binoy Kampmark says.
Meanwhile, according to him, the decision provoked a series of approving comments from the representatives of the American political elite. Thus, US Secretary of State Mike Pompeo, speaking in Jerusalem, welcomed this step as historic and brave, while National Security adviser John Bolton expressed confidence that the sovereignty of Israel over the Golan Heights will allow countries to “fight common threats together.”
“Unsurprisingly, for Bolton, there was no reference to the body of international norms he has come to regard as absent,” the expert says.
In his opinion, Israeli Prime Minister Benjamin Netanyahu was convinced by Trump’s meditations, revealing that the White House had been most accommodating towards a shift.
“Trump had ‘made history.’ Israeli sovereignty over the Golan Heights had been recognized, and there was no better time than now, ‘when Iran is trying to use the Golan Heights as a platform for the destruction of Israel.’ But in addition to the security justification came the old sinister and stretched notions of exclusive, lengthy habitation. ‘Jews lived there for thousands of years and the people of Israel have come back to the Golan’,” Binoy Kampmark says.
In his opinion, it all comes as a measure of grades. However, over time, the attrition might convince; international opposition would melt away.
“The Golan-based human rights group Al-Marsad is gloomy about Syrians in the area, seeing the existential demise of its residents. “Syrians in the occupied Golan face calculated Israeli efforts to restrict their building and land use, destroy their enterprise, cleanse their Arab culture, manipulate their Syrian identity, and suffocate their freedom of movement,” the analyst says.
“The Trump decision, similarly to its stance on East Jerusalem, tilts the head of US foreign policy away from the basic principles of peace and security embedded in the UN Charter, as weak a document as it has proven to be over the years. It will also further muddy the waters with the Assad regime, ever keen to restore order as the bloody civil war painstakingly comes to a close. And as for the issue of Arab-Israeli peace? Forget it. Boots, construction and missiles are proving far more effective than diplomatic advances,” Binoy Kampmark concludes.

- IAF in St. Petersburg to outline new ways of multi-vector cooperation in Arctic
Less than two weeks remain before the start of the V International Arctic Forum (IAF) Arctic: Territory of Dialogue, which will be held in St. Petersburg on April 9–10.
The business program, covering a wide range of topics of the Arctic’s integrated development, will be split into three main pillars: Coastal Territories, The Open Ocean, and Sustainable Development.
Youth Day, Arctic Municipalities Forum and Northern Forum Governors’ Meeting are also scheduled as part of the forum.
The central event will be a plenary meeting with the participation of Russian President Vladimir Putin.
According to adviser to the President of Russia Anton Kobyakov, the Forum is one of the world’s leading platforms for discussing international cooperation “not only concerning the development of the Arctic economy, but also its social development, preservation, and improvements to its ecology and climate.”
“The number of potential participants of the International Arctic Forum 2019 interested in the business programme has exceeded the initially planned quantity by almost three times. We genuinely believe that creation of international projects in the Arctic will provide ground for a breakthrough increase in trade and economic relations between Russia and leading world countries and generally improve the business climate and geopolitical situation. We hear a lot about global threats and risks, but we would like to create positive agenda and set a precise vector to improve the global economic environment,” he said.
According to the organizers, the Forum will be attended by high-ranking politicians and leaders of a number of foreign states, including Swedish Prime Minister Stefan Lofven, Finnish President Sauli Niinisto and Norwegian Prime Minister Erna Solberg.
According to ambassador-at-large of the Russian Ministry of Foreign Affairs Nikolai Korchunov, the Forum will offer a great opportunity for the partners from the Arctic Council, representatives of other interested countries, as well as nongovernmental and international organizations, businesses and academic circles, to discuss the topical issues and challenges of the Arctic region and map out ways to solve them.

Commenting on the upcoming event, Permanent Secretary at the Ministry of the Environment of Finland, ex-governor of Lapland Hannele Pokka called the IAF “a unique event.”
“I find this year’s agenda very interesting. I am particularly happy that one of the themes of the programme is Sustainable Development. I am looking forward to the thematic session coordinated by Finland on sustainable solutions for reducing black carbon and other emissions in the Arctic. The concrete actions we suggest are upgrading outdated heating and power plants and making shipping cleaner and more sustainable through the use of modern technologies and cleaner fuels,” the politician told PenzaNews.
In her opinion, climate change is the major challenge in the Arctic.
“The Arctic is warming more than twice the rate of the rest of the planet. Yes, there will be new opportunities. However, the consequences and costs of the rapid climate change in the Arctic will be enormous. For example the glaciers melting cause global sea level rise. Thawing of permafrost has serious impacts on infrastructure in the Arctic. In addition, The Arctic plays an important role in global climate and weather,” said Permanent Secretary at the Finnish Ministry of the Environment.
“To limit future damages, we need to make substantial near-term cuts in greenhouse gas emissions, as well as black carbon and other short-lived climate pollutants,” Hannele Pokka stressed.
According to her, increasing economic activities in the Arctic also require more attention to the local ecosystem.
“Arctic is a very challenging and difficult environment to operate, because of the harsh climate and long distances. In case damages occur, the recovery time of the ecosystem can be very long and costs huge. This is why we need environmental cooperation and join efforts to protect the fragile Arctic nature,” the politician said.
“Environmental technologies, sustainable infrastructure development and innovation to strengthen the resilience of Arctic communities are opportunities for new jobs and welfare,” she added.
Information on perspectives and projects for the renewable energy sources in the Arctic are really interesting, she said.
“I’m excited to hear the views of the future of the Arctic, especially in connection to the global energy transition. […] There a lot of other interesting topics, like the perspectives for bioeconomy, transport and connectivity, new technologies, risk management, research,” Hannele Pokka said.
In turn, David Balton, Senior Fellow at Woodrow Wilson International Center for Scholars, former US Deputy Assistant Secretary for Oceans and Fisheries, and Chair of the Senior Arctic Officials during the US Chairmanship of the Arctic Council in 2015–2017, expressed the view that the upcoming IAF comes at a good time, as the Arctic Region is attracting a great deal of attention these days.
“I participated in the 2017 International Arctic Forum, held that year in Arkhangelsk, and found the atmosphere there to be open and dynamic, with many speakers not only from various sectors of the Russia Government and society but from a wide range of other places too. I think that this year’s event is likely to have a similarly constructive ambience,” David Balton suggested.
According to him, the Arctic Region is facing serious challenges, primarily socioeconomic and environmental.
“For the approximately 4 million people living north of the Arctic Circle, the effects of climate change and related phenomena have already brought with them a series of problems, particularly for Arctic indigenous communities whose ways of life are under threat. The warming of the Arctic is also creating some new opportunities, however, particularly the prospect of increasing shipping and the development of other economic enterprises. A key challenge will be how to balance the desire for economic development with the need to maintain environmental integrity of the Arctic,” the expert said.
“One successful example of finding this balance is a recent agreement signed by nine nations and the European Union in October 2018, which prevents unregulated high seas fishing in the Central Arctic Ocean and establishes a Joint Program of Scientific Research and Monitoring,” he added.
In his opinion, the IAF aims to improve understanding between its participants.
“This forum, and others like it, offer the opportunity for various governments and stakeholders concerned with the Arctic to exchange views and to understand each other better. This is particularly important at a time of strained relations between Russia and the other Arctic nations,” said former US Deputy Assistant Secretary for Oceans and Fisheries.
Meanwhile, Alexander Kirilov, Director of the Federal State Budgetary Institution Russian Arctic National Park, stressed that the importance of the problem of climate change in the Arctic is indisputable.
“With the change in the process of ice formation in the Barents and Kara Seas, the habitual behavior of animals changes — the polar bear, not finding ice in the sea in winter, is forced to look for food on land. Often, the animal finds food near people’s home. Violation of habitual chains in an ecosystem can be observed in all Arctic zones, and it would be wrong to associate this only with human activities. The Arctic ecosystem today is influenced by several factors, including climate change. The world scientific community is concerned about the data, speaking about the acceleration of the melting of glaciers,” he said.
In his opinion, the IAF is an ideal strategic platform for wide-ranging discussions.
“As a representative of the Russian reserve system, I see the prospects for the development of the Arctic region primarily in the preservation of the biogeocoenosis that has been established in the Arctic for thousands of years in its original form. The creation of zones, where a ban on fishing and animals has been introduced, environmentally safe zones – new SPNRs [specially protected natural areas] is an extremely important task, which should consolidate the efforts of all states. We understand the inevitability of increased human presence in high latitudes, and, as a result, an increase in anthropogenic influence on the environment. The Russian Arctic National Park has a positive experience in eliminating environmental damage in the Arctic, in particular, in the archipelagoes of Franz Josef Land and Novaya Zemlya. In just five years of cleaning up the arctic islands, more than 50 thousand tons of waste was removed and more than 340 hectares of land were recultivated. [...] The general cleaning by the “Russian Arctic” showed that the consolidation of common knowledge, strength and experience gives the most positive result,” Alexander Kirilov said.
The Forum’s business program covers issues of the utmost importance for the national park, he said.
“Preserving the Arctic ecosystem is now a priority for most developed countries, including Russia. It is not by chance that Russia has become the initiator of such a dialogue, which has already been conducted within the framework of the Forum for several years. The prospects for use and preservation of water resources in the circumpolar circle is certainly a very important topic for our organization. The reports and speeches at the Forum will form the basis of future resolutions and will possibly change the course of history,” Alexander Kirilov said and added that representatives of the national park will take an active part in the Forum’s panel discussions.
Moreover, he stressed that the format of the IAF, which brings together politicians, business representatives and the scientific elite, is convenient for constructive discussions.
“All together we communicate at the Forum and acquire new business contacts. Strong cooperation, new joint projects, collegial decisions help us develop our activity and strengthen Russia’s powers in the Arctic region and on the global stage,” he said.
In turn, Halldor Johannsson, Executive Director at the Icelandic company Arctic Portal, drew attention to the fact that the business potential of the Arctic is extremely high.
“The region holds up to 30 % of the unused resources of the Globe and the shipping interest has been steadily increasing. Currently though there are limited developments supporting increased shipping activity in the Arctic, at least by small to medium business operators. […] The cost, complications and potential risk are simply too high, and the return and advantage too small for them to become interested. The concerns of the stakeholders are a clear lack of infrastructure and information services but more that the business case is not there, or at best, is unclear,” Halldor Johannsson said.
According to him, ccommercial development in the Arctic will need to develop in a global context to become successful.
“It will therefore have to be an international undertaking. There is a clear and highly important need for on-going internationally driven research and improved integrated observations, new information services, clear regulations and infrastructure development in the Arctic region, not least related to search and rescue services,” Arctic Portal Executive Director said.
“The Russian Yamal LNG project is a case study and an immediate test of the viability of Arctic sea routes and their potential role as the blue economic corridor. Future activities will likely be driven by the largest international companies that can approach the business of the Arctic from an economic, political and global agenda,” the expert added.
In his opinion, the IAF will open new opportunities for all its participants.
“I believe in international cooperation and that the key to successful cooperation is the understanding and respect for others, their policy, business and culture. The best way to achieve the understanding and communicate for a win-win result is through open internationally attended discussions like at the International Arctic Forum. I therefor expect new friendships that will support the successful development of an Arctic Business Plan for the benefit of all,” Halldor Johannsson concluded.

THE ANZACS AND THE TATTOO ARTIST OF JERUSALEM

Jerusalem, 70 years ago.
The fighting is over. The curtain has gone down on the horrendous carnage of World War II and the foreign troops, among them the ANZACs (members of the Australian and New Zealand Army Corps) whose legendary heroism have helped turn the tide and contribute to the Allied victory, are sailing back home, laden with the pathetic paraphernalia of war: wounds and scars, exotic souvenirs (some of them admittedly fakes), a few scraps of the guttural languages spoken by the inhabitants of the region (interspersed with expletives, inevitably), and painful memories of an unforgettably horrent experience.
They would be leaving the Middle East, never to return for most of them. But not to forget. They have lost too many mates for that.
As they make their final preparations for departure, some of the ANZACS avail themselves of a last opportunity to salvage a modicum of cheer from their desolate ordeal, and have a one last hurrah: hopefully, their luck might hold and they might come across some houry-eyed “bint" and carry back with them her scent and memory of a cursory dalliance, to atone at least partially for the stench of war.
A raucous bunch, some brazenly sampling the delights of the delectable wines of the Latroon abbey of the silent Trappist Brothers, or singing a discordant rendition of Abe Olman's popular "Oh Johnny, Oh Johnny,Oh!", they set out on a stroll down the cobblestoned alleys of the Old City of Jerusalem.
Among the ANZACs are New Zealander sergeant Dick McCleod, and an Aussie named Butler.
For them, this would unequivocally turn out to be the epitome of a traumatic Middle East idyll, and walking in the footsteps of the prophets would help to rejuvenate their faith and lift up their spirits.
As the company meander their way on their joyous errand through the twisting streets and alleys of the city that is sacred to the three great monotheistic religions of Christianity, Judaism and Islam, little do they realize that every tile they tread has a tale to tell: tales of bloodshed and glory, of victory and defeat, of triumph and despair.
This is the route the ancient prophets followed. Here, along the Via Dolorosa, Jesus trudged towards Golgotha, bent down under the weight of his onerous cross.
The ANZACs have no ultimate destination - they are strangers in this strange land, and walk where their feet take them.
Along the way, they come across people from some of the world’s most intriguing ethnic groupings: Armenians, Jews, Arabs, Greeks, Ethiopians, Copts, Moroccans, Indians along with scatterings of fellow Anglo Saxons. In their euphoric mood, the ANZACs enjoy fleeting contacts and exchanges of snippets like "Shalom", "Al Salaamu Aleikom," "Kalispera" while a few of them even engage in a decent, albeit halting, dialogue with the natives many of whom speak English.
Their peregrinations bring them to a nondescript little shop where a teenaged Armenian tattoo artist, Barouyr Hairabedian, plies his age-old trade.
Barouyr had begun honing his skills, practicing on cucumbers and on his father, at the age of 11, to help defray the cost of his school fees. And at the age of 14 years, he got an opportunity to demonstrate his prowess on an amused but obliging Aussie soldier.
His daughter, Sona Hairabedian, takes up the tale.
"My father began working around 1938," with the baying of the hounds of war in the air.
"The soldiers who came to the tattoo shop were Australians and New Zealanders. A few of them became friendly with my father's family and spent time with them," she tells me.
Barouyr's uncle Alexan had inherited the shop from the original tattoo artist, Nerses, who was also a goldsmith. When he died, Barouyr stepped into his shoes.
The shop was located opposite the entrance to the Convent of St James, seat of the Armenian Patriarchate of Jerusalem whose cathedral is recognized as one of the most magnificent churches in the whole Middle East.
"My great-uncle Alexan began working for Nerses about the year 1898, helping with metal work and tattooing, mostly pilgrims. Nerses was guarded about the secrets of his goldsmithing craft, and would send Alexan out on errands whenever he had something to do that involved a proprietary technique. But somehow Alexan mastered the craft, and carried on the metal work and tattooing business after Nerses died," Sona relates.
The diminutive Alexan (he suffered from severe scoliosis), was "clever, industrious, and an excellent story-teller. People visited his shop just to chat and listen to his hunting tall-tales. He was fond of animals, and had raised a pet rooster in the shop. It roamed around the place freely, guarding the premises like any dog, strutting in and out as it please," Sona adds.
According to Sona's father the first wave of Australians who came to Palestine in WWII were volunteers, “and a rather raucous group." British draftees were to arrive later.
"My aunt Alice recalls enjoying the imported canned Australian cheese (ed: most probably Kraft) her father used to buy during the war," Sona notes.
Sona, a professional graphic designer and web developer, who lives in New York, is a scion of the "Kaghakatsi" ("native town dwellers") community of Armenians who have been living in the Armenian Quarter of the Old City for 2000 years, in the process setting up the city’s first printing press and photographic studio.
She says her father remembers Butler as a "humorous Australian" (he had been deployed to El Alamein) who, "and as a parting gift, brought toothbrushes and toothpaste for the family."
"Although I can't identify Butler's brigade, it seems likely that he was with the 2nd AIF (Australian Imperial Force), 9th Division, which was sent to Palestine for training, and later saw service at El-Alamein," she says.
When the Aussie contingent first set foot in Palestine, they "rather shocked the natives by drinking in the streets," she says. "I suppose that wouldn't have gone over well with the local Muslims."
Before long, military police put short shrift to their shenanigans. Those who continued to misbehave were hauled off to jail in a building located on the hill above the old Bishop Gobat School (today's Jerusalem University College).
Jerusalem lies dormant for most of the year, cocooned in its millennia of history, but springs to life in a glorious manifestation of daffodils and religious euphoria during Easter. The town sheds off its languid torpor to put on a garish display of candles and lanterns, Easter eggs, giant umbrellas, corn on the cob and pilgrims bedecked in their countries' technicolor palettes.
Merchants anchor their wares anywhere they can find a nail, cordoning their shops and stalls with herbs and silk, to the delight of the throngs.
This was the time of year Barouyr and one or two other tattoo artists found the most exhilarating, and exhausting, as they tended to the innumerable patrons seeking their services.
Barouyr fondly recalls the stoic Aussies who would endure the painful needle jabs (since most tattooing was done by hand needle-prick by needle-prick), without any complaint.
It was a British officer who would provide their salvation.
Once, while Barouyr was tattooing the British officer in this tedious, painful style, the officer remarked, "Why don't you get yourself a machine to do this? It's based on the same principle as a doorbell."
Barouyr had just learned about the structure of doorbells in his science class at Bishop Gobat School, and had built one as a school project.
He promptly went to the Jewish Quarter nearby and purchased a new doorbell, modifying it to power the tattoo pen.
"This was around 1940. By the time the war started and soldiers ranged the city, he was able to handle the demand for the bigger, multi-colored designs, this time adding pin-up girls to his portfolio of cherubs and crosses, at the insistence of homesick soldiers.
"One afternoon Butler came to the tattoo shop, but my father was at home, having dinner. He had an arrangement with local Arab urchins, that if they brought him a customer, he'd pay them.
"On this occasion, a boy noticed the Aussie at the shop door, and led him to the Hairabedian house. My grandmother invited Butler to sit down and join them for dinner; and afterward, my father walked back to the shop with Barouyr to get his tattoo," she adds.
"That's how the friendship began. Butler was a cheerful, gregarious person who enjoyed being the life of the party. My aunt Alice remembers him singing 'Oh Johnny Oh Johnny Oh!' to a little cousin".
Sgt. McCleod was a "scholarly, gentlemanly New Zealander who was very interested in Old City Jerusalem and the Middle East in general. He was surprised and pleased to find English-speakers among the natives and he was also a guest at the Hairabedian table," Sona says.
