"رحمتي وسعت كل شيء" "إن رحمتي سبقت غضبي" (حديث قدسي، يتكلم فيه الله من خلال النبي). والذي يبين مشاعر الرحمة والحب في الإسلام "وأن الإسلام دين الرحمة. إن المسلم الذي يفهم تعاليم الإسلام حقًا رحمن ورحيم، لأنه يبين أن رحمة الناس لبعضهم على الأرض ستنزل عليهم رحمة السماء: قال النبي صلى الله عليه وسلم : "ارحموا من في الأرض يرحمكم من في السماء". 1-2 عن سهل بن سعد: عن النبي صلى الله عليه وسلم أنه قال: " إنَّ المؤمنَ من أهلِ الإيمانِ بمَنزلَةِ الرأسِ من الجسَدِ ، يأْلمُ المؤمنُ لأهْلِ الإيمانِ كمَا يأْلَمُ الجسدُ لِمَا في الرأسِ . ".   • Tribunal judge criticises UK Charity Commission for serious errors - See Tribunal Decision Notice: http://charity.decisions.tribunals.gov.uk/documents/CA-2020-0026_Decision_2021-11-23.pdf A first-tier tribunal judge has severely criticized the UK Charity Commission for serious errors made during its Statutory Inquiry into UK faith-based Charity, Asthan Babe Ke Trust. The statutory inquiry was launched in 2017 following complaints around bullying, unmanaged conflict of interests by a trustee who had set up his solicitors practice office at the Charity premises, and a set of serious financial irregularities. Although the Commission verified these concerns during their investigation, the Commission chose to turn a blind eye on these forcing the Beneficiaries to take the matter to a first-tier tribunal, and in coming days, to the upper tier. The Beneficiaries conducted a parallel investigation which revealed innumerable accounting failures. For example, over a period of more than 10 years, receipts had been manipulated to make it appear that the solicitor had been paying rent, invoices were made out to several third parties and close acquaintances of the solicitor/trustee and presented in the official Charity accounts, Charity payments had been made from “secret bank accounts”, donations were not being submitted in full to the Charity bank account, payments were being made with unknown credit cards and PayPal accounts, monthly cash payments were made to at least two illegal immigrants over the course of several years, rental income was not being declared over the course of fourteen years, there existed a prevailing cash culture where almost every payment was being made in cash, the Charity has benefitted from an illegal water connection and the Charity had not paid a water bill in more than fourteen years at one of it primary sites. When these irregularities were brought to the attention of Charity authorities, Beneficiaries were bullied and harassed. When two newly appointed trustees reported these issues to the Charity Commission, the trustees were advised to turn a blind eye. The Charity accountants refused to cooperate, so the incoming trustees appointed an independent Chartered Accountant who provided an expert report confirming the seriousness of problems and risks to the Charity. This report was presented to the Tribunal. Notwithstanding these irregularities, many acknowledged by the Commission, the Commission proceeded to appoint the two individuals at the centre of these irregularities to the position of trustee, effectively legitimising wrongdoing. Specifically, the tribunal stated that: “She [Marie Joyce] accepted that there was financial mismanagement at the Charity and that “a cash culture was prevalent” which the Commission did not condone. She acknowledged that in appointing Mr Sehmi and Mr Jandu, the Commission had not followed its own guidance on Trustee appointment.” (para 50). The Tribunal proceeds to state that it has “considerable concerns about the process adopted by the Commission in appointing Mr Jandu and Mr Sehmi. The Tribunal found it unacceptable that the Commission carried out only basic criminal records checks on the nominated individuals and obtained only brief summaries of their roles at the Charity. The Tribunal did not accept that the Commission’s lack of resources was a sufficient excuse or justification for ignoring the “red flags” around the conduct of Mr Jandu and Mr Sehmi, in particular the “cash culture” which Miss Joyce accepted existed at the Charity. By appointing Mr Jandu and Mr Sehmi, the Commission had effectively endorsed their irregular practices. The justification set out in the Decision Review (paragraph 26 above) suggested that the Commission went for the “least worst” option by appointing the individuals with the least complaints made against them because it had limited alternative courses of action, rather than accepting that its entire process was flawed. The Tribunal wishes to express its concern that the Commission sees fit to compromise its regulatory duty in the name of expediency, even if it has limited resources at its disposal.” (para 59). The Beneficiaries and two of the new trustees have asked for a meeting with the Charity Commission to agree a way forward, the Commission has responded to confirm that it will not prepared to or discuss the case any further and the trustees will need to resolve matters internally. Mr Dhinsay said “it is shocking that after an inquiry lasting three years in which immeasurable resource and time has been applied by both the Charity Commission and the Beneficiaries, the Charity Commission has failed miserably in its statutory duty to uphold the confidence of the public. The investigating officer received open admissions of wrong doing, and chose to turn a blind eye on them. Moreover, the officer was presented with what would be described as obvious red flags, yet she chose to ignore. The Commission failed to apply the most basic investigative procedure. Indeed, even after I had presented detailed reports revealing very serious accounting irregularities, the Charity Commission ignored these and refused to meet with me. The whole matter raises very serious question marks about the integrity and validity of other inquiries, particularly those led by this investigative officer.” He proceeded to express concern because the Charity Commission had “failed to engage with Beneficiaries of the Charity. They ignored reports of wrong-doing, legitimised wrongdoing and refused to meet with us to find better way forward in the interests of mitigation further risks and exposures to the Charity.” Mrs Sahota, a trustee who helped bring these matters to the attention of the commission said that “it is disappointing that having expedited so much time and resource into the first inquiry, the matter had to go to Tribunal thereby attracting further time and resource. And now both the Commission and the Beneficiaries will have to apply more time and resource.   • Strike by ambulance workers in UP enters 3rd day, 570 staffers terminated - The strike of ambulance workers in Uttar Pradesh continued for a third day on Wednesday amid a stand-off between their union and the state's health department. The agency tasked with running the ambulances, GVK EMRI, has terminated the services of at least 570 contractual workers in the last two days for “indiscipline”. Over 19,000 ambulance workers are on indefinite strike, leaving around 4,600 ambulances stranded in 75 districts. Just four to five ambulances are operating in each district to cater to emergency cases. The union representing the ambulance workers is demanding permanent jobs for all the employees of 102 (emergency ambulance) and 102 (maternity ambulance service). Meanwhile, the Ziqitza Healthcare Limited (ZHL), the agency that has been given the contract of operating 250 Advance Life Support (ALS) ambulances said that the most of the demands being raised by the on-strike ambulance staffers are directed towards National Health Mission (NHM) and the state government regarding regularization of jobs. “The only demand directed towards ZHL is regarding recruitment of the ALS ambulance staff in the state, for which we have sent out multiple notices, newspaper ads time and again to the ambulance unions for participating in the recruitment process. Also, experienced ALS ambulance staffers, employed by previous service provider GVK EMRI, are being given preference in the recruitment process,” says Chandan Dutta, Head- Government Business, ZHL.   • Now, new firm to manage ALS ambulances in UP; joint inspection of fleet begins - A new company will now run the 250 advanced life support (ALS) ambulances, transporting very serious/critical patients to hospitals in the state. Before the takeover, a joint inspection of ambulances by a team from new firm Ziqitza Healthcare Limited as well as the old company, GVK EMRI, took place on Thursday. The changeover would have no impact on the patients who would continue to get free of cost transport to hospital as before, an official of the new team said. “We are beginning with the joint inspection of ambulances that were already giving services to patients. Our teams along with the previous company and government representatives will assess the condition of the vehicles and the equipment fitted in them,” said Milton Singh, chief manager for the Ziqitza Healthcare Limited. Joint inspection began from Jhansi, Lalitpur, Jalaun, Orai districts, in Jhansi division and Agra, Firozabad, Mainpuri Mathura, in Agra division. By July 20 this process has to be completed in all the 75 districts. The firm is already running ambulances services in several states including Jharkhand and Sikkim. More than 150,000 jobs in the industry are at immediate risk of being lost in every corner of the UK. On 9th June 2021, UK wedding campaign group What About Weddings are asking the government to urgently consider the implications of continuing any restrictions for the wedding industry, employing over 400,000 workers a year across both rural and urban areas in every constituency of the country. The UK wedding industry is worth almost £15bn to the UK economy every year, and 80% of businesses are headed by female entrepreneurs who often work flexibly and around childcare responsibilities. The government has been heavily criticised for discriminating against a world leading sector that has been closed in all but name since March 2020 with over 95% of businesses claiming they have not had sufficient financial support. Having lost a year and a half of trade, businesses face closures and an entire sector collapse, with couples reporting extreme levels of stress and anxiety as they face the possibility of yet more postponements and life plans put on hold. Delays to the roadmap set out by Boris Johnson on 22nd February would not equate to “just a couple of weeks” for the wedding industry, as the knock on effect would immediately impact consumer confidence and result in almost £325 million a week in losses. Without wedding insurance in the market to protect couples and businesses from cancellations and postponements due to Covid19 and government imposed restrictions, there are nearly one million people who are at risk of significant financial losses and no protection or compensation. Industry leaders have been calling for a government backed insurance scheme for over 8 months, with workable proposals sent to government officials on multiple occasions. “Weddings restricted to 30 attendees are just not viable, with many suppliers reporting losses when trading at that level.   • Nonprofit Look Up Lift Up Helps Homeless Residents in Washington DC - Washington, DC, On March 14, 2021, Washington DC based nonprofit, Look Up Lift Up distributed winter protection kits to homeless residents in DC through a grant from the Capitol Hill Community Foundation. Each kit contained a winter hat, scarf, gloves, and a pair of socks and hand warmers, which helped to provide some relief from the last hypothermia event in DC. Look Up Lift Up collaborated with the Mutual Aid Society, Serve Your City, and People for Fairness Coalition to distribute the kits along with other donations that were provided to the homeless residents. “The homeless problem in DC is much bigger than what you hear about on the news. You cannot really understand the needs of the homeless population unless you walk the streets and view it for yourself,” says Founder and Board Chair of Look Up Lift Up, Harrine Freeman. “I spent 30 minutes talking to a homeless man. I saw another woman who was 21 and countless others. While visiting the homeless encampments, I learned that one 82-year old man was living on the streets. At age 82, one should enjoy their retirement, not living on the street. My heart aches for the youth and adults who are homeless. They are just like us. They are kind, helpful, humble, and grateful. But they need our help now.” Homelessness in Washington DC is twice the national average. There are 9.3 homeless persons for every 1,000 DC residents. The three main causes of homelessness are loss of income, higher cost of living, and inadequate affordable housing. Berlin, Germany., September 11, 2020 -- As of septembre 6th, the Kingdom of Morocco succeeded in bringing together the Libyan belligerents after a long period of blocking the political process. This meeting, between the delegation of the Chamber of Representatives and that of the High Council of State, is the culmination of a dynamic diplomatic initiative under the leadership of the King of Morocco. The objective is to bridge the conflict between the Libyan parties and bring them back to the negotiating table.
