In cases involving Americans, Germany has complied only 65 percent of the time with court orders to send a child back to a U.S. parent. The compliance rate in the United States for court-ordered returns to Germany is 93 percent.
Meanwhile, other countries, including France and Britain, have stepped up their criticism of Germany's clumsy handling of custody cases. Bowing to U.S. pressure over an emotional issue that jeopardized relations between two close allies, the government of Chancellor Gerhard Schroeder has decided to take extralegal measures to assist American parents in visiting estranged children living in Germany

Entire appeal process takes a minimum of two years
There was one judicial return when the parent in Poland died. The case still took over two years.
The U.S. Central Authority has informed the Polish Central Authority of it’s concern that the Polish judiciary is not fulfilling its obligations under the Hague Convention.
